Borui Song is a PhD candidate in the School of Politics and International Relations. His PhD thesis focuses on intergovernmental relationships and fiscal equalization in China. Different from most of the existing literature studying horizontal fiscal equalization focuses on pure policy analysis, his thesis empirically examines the effect of promotion-seeking officials on horizontal fiscal equalization at the provincial level in China. Borui’s thesis contributes to broadly understanding of fiscal policy and political institution.

Prior to his studies at ANU, he obtained a Master's degree in Public Administration and a Bachelor's degree in Politics at Sun Yat-sen Univerity.
